Boy feared drowned

ITANAGAR, Aug 14: Geten Tali,  a  seven year old boy is feared drowned  at  Ganga/ Senki River Industry colony in Chandranagar this afternoon. A class III student of VKV police Colony, he went out of the house to run an errand when the incident happened.  

The family and friends searched till this evening in the downstream of the river, which is flooded but could not locate the boy. The distressed parents Tapiam Tali and Otam Tali, have requested the citizens to help find their little boy. They can be contacted at 9436221486,8974720835.

Gora Talang, Councillor, Ward No. 4 Chandranagar have also appealed for any information related to the boy.  

 

BSNL determined to provide better service

ITANAGAR, Aug 14: On the eve of the I-Day celebration the BSNL authority in Arunachal Pradesh today informed that the BSNL is always customer friendly and it has been performing at its best to give a better service to the people of the state.

Highlighting its activities in Arunachal, the BSNL authority informed that to have a better coverage of the BSNL GSM network, new towers have been commissioned at Kheel, Diksipam, Janbo and Koyu.

Pointing out its customer friendly special tariff vouchers, the BSNL personnel said BSNL Post Paid mobile bill payment is more easier. Customer can pay through any BSNL franchisee, retailer or DSA.

Informing that GSM N/W expansion work is in progress with capacity addition of 2 lakhs, it also assured that all efforts are being made to restore the cable damaged during road expansion works, or because of cable theft.

 

Surprise checking by DDSE

Itanagar, Aug 14: On 13 August, Dy. Director of School Education, Pubi Lombi made an unannounced visit to the schools of Dadam circle.

He visited Dadam Middle school, Dapdong Residential School, Laho Middle, Laho Thinsa primary school, Tiratju Hydel primary.

He came face to face with various problems faced by the students and teachers especially teachers’ accommodation, separate toilet for boys and girls, furniture and class rooms. Taking stocks of the situation, he assured the teaching staff and students to look into the matter as earlier as possible. However, he advised the teachers to be punctual and asked them to discharge their duties with dedication and sincerity for the upliftment of Dadam area. (DIPRO)

DAPORIJO, Aug 14: On the eve of Independence Day celebration a mass social service cum sanitation awareness prog was conducted at Menga village by Janu Nekam Nayam Negia Welfare Society along with 23th Taliha Assembly Youth Congress Committee.

More than 500 people including Govt staff participated and conducted social service around the Govt. Middle School and the premises of Shiv Mandir at Menga.

Villagers were also given awareness on sanitation and   asked to conduct such social service time to time to  maintain hygienic environment.

 

VKV Tafragam wins 1st prize in Science seminar

ITANAGAR, Aug 14: District Level Science seminar - 2014 on the topic "Innovations in Agriculture for a Sustainable Future: Prospects & Challenges"  was organized by the Deputy Director of School Education, Lohit district at BRC Training Hall Tezu on  August 11. Altogether 7 schools of the district have participated in the seminar.

Amilu Mining of VKV, Tafragam won the 1stprize. The second position was jointly secured by Mast. Satyam Kumar Sashi of Govt. Higher Secondary School, Tezu and Mast. Sandeep Kumar Singh of K.V Tezu and the 3rd Prize winner was Christina Bellai of VKV, Sunpura.

 

Awareness prog on domestic violence Act

TEZU, Aug 14: A sensitization/awareness cum co-ordination meeting on Domestic Violence Act 2005 was organized by the  deputy director, ICDS, Tezu, the nodal officer on protection of women from domestic violence Act under the department of women  and child development here on Aug 12 last.  The programme presided over by G Hazarika, SDO (Judicial) was attended by  representatives of NGOs, Women Panchayat members/Anganwadi workers and CDPOs with their subordinate field staff.

Advocate Biju Biswas, who was a resource person delivered his speech on the topic on ‘Appeal & Procedure,  while another resource person from police department G Pertin, DSP, Tezu explained in detail about the filing of FIR/DIR and Non-FIR related to different cases under various section of IPC on Domestic Violence Act.

Dr. Pema Youton, MO, while representing the medical department as resource person spoke on the Medical examination and its free treatment and counseling to a victim of domestic violence.

G. Hazarika, SDO(J) explained on the topic on ‘Right to free legal service under Domestic Violence Act.’

Earlier, G. Amo Perying, DD (ICDS), Tezu requested the members present to disseminate the knowledge gained in the programme to their respective locality.

GHSS Mebo conducts interclass literary cum cultural competition

ITANAGAR, Aug 14:  The Government Higher Secondary School Mebo of East Siang District conducted its inter class literary-cum- cultural competition on August 12 last.

Speaking on the occasion, school principal Apak Megu urged each and every student to participate in such co-curricular activities like literary, sport, and cultural competition.

While submitting a memorandum to the ZPM, Megu appealed him for construction of basic requirements of the school like morning assembly shed and a school gate with cattle track.

Pul conducts unannounced visit to Raj Bhawan dispensary

ITANAGAR, Aug 14: The Raj Bhawan dispensary here catering to the VVIPs including the Raj Bhawan staff, visiting guests and those living in the area faces acute shortage of medicines, including live saving drugs.

Health & Family Welfare Minister Kalikho Pul, who conducted a surprise visit on Tuesday, found the medical staff present but the dispensary under the Arunachal State Hospital, Naharlagun lacked medicines, equipments and other essentials to serve the people.

Some of the medical equipments were outdated and rusted but the medical staffs during interaction had no explanation, he told media persons.

The acute shortage of manpower, medicines and equipments would be tackled soon under the zero tolerance policy to health sector of the GoAP, he told the staffs, and exhorted them to serve the needy with dedication.

While Chief Minister Nabam Tuki has accorded top priority for brining the much desired reforms in the sector, Union Health Minister Dr Harsh Vardhan has assured all out support to improve the sector, he added.

 

PMC presents budget proposal

PASIGHAT, Aug 14: The Monthly Business Meeting of the Pasighat Municipal Council (PMC) was held at the Conference Hall of the Pasighat Municipal Council on Aug12 last. The Municipal Executive Officer briefed the house about the 13 delegated subjects to the Municipality and appealed for co-operation from all the line departments in nurturing the growth of PMC towards right direction. He mentioned that the lack of proper drainage system in Pasighat is causing flood like situation thereby causing health hazard in general and immediate need to address it.  He further informed that as per the recent cabinet decisions, the civics charge has to be collected by the Municipal body in urban area wherever it is in existence.

The Chief Councilor Denong Tamuk presented the budget proposal of the PMC including materials and manpower requirement. He informed that there has been some positive development with regard to Slaughter House project for Pasighat as it has already been approved by the Ministry of Food Processing Industry, Govt. of India and likely to be sanctioned soon. The City Development Plan of Pasighat is under consideration with the Fourteenth Finance Commission and the DPR for Solid Waste Management of Pasighat is under preparation. He further apprised the house that the implementation of Swarna Jayanti Shahari Rozgar Yojana(SJSRY) shall be take up on priority by the PMC.

Later, the Councillors who are assigned charge of various municipal functions presented their proposals for adoption in the House like Road & Avenue plantation, Erection of Check Gate, Constitution of Municipal Animal Welfare Board, Increase in the fee for Birth/Death Certificate, Levy of User Charge.

During the Zero hours discussion Dr. N .Ninu, JDHS presented a report on Japanese Encephalitis. The representative from the veterinary department clarified that due to lack of trained manpower, the certification for consumption of poultry and other livestock meat could not be done at the same time appealed to PMC to extend help in growth of unlicensed meat shops at various locations. As social forestry is a subject matter of PMC, the representative from forestry department informed the house that some parks and forest gardens are taking up by the PMC but before doing so, they must strengthened themselves institutionally and develop a central nursery. SUFC and BUFC reach final in the Itanagar Solung football Tournament

ITANAGAR, Aug 14: Banggo UFC beat Golgí Boté FC by 3-1 goals in the Itanagar Solung Football Tournament semi final match today.

Kaling Tatin, Tom Gao and Kaling Tayeng scored one goal each for BUFC while the lone goal of Golgi Boté FC was scored by Obang Panor.

In the second semi final match, Solung United FC thrashed Tumi Lotmo-B by 3-0 goals.

Tamit Gao, Notem Tayeng and General Modi scored one goal each for SUFC.

The final match will be played between Solung United FC and Banggo United FC on August 15 at Sange Laden Sports Academy football ground from 2 pm, according to an information by the Itanagar Solung sports Secretary Tarok Lomtung.

ITBP to take on FC Doimukh in Eagle Trophy final

NAHARLAGUN, Aug 14: Defending champions ITBP will take on FC Doimukh in the finals of the fifth Eagle Trophy on Friday here at the Rajiv Gandhi Stadium.

Having beaten Capital Complex SC 5-4 in the semi-final on Tuesday on penalties, the FC Doimukh players will be looking to dislodge the ITBP men from their perch. They will however have their work cut out from them after ITBP put up a strong performance in their semi-final defeating Bamang Taji FC 2-0.

The ITBP players have been consistent throughout the tournament and go into the finals as firm favourites to lift the trophy for a second consecutive year.

Chief Minister Nabam Tuki and former chief minister of Goa and AICC general secretary, in-charge of northeastern states Luizinho Faleiro will be present to witness the match which kicks off at 2 PM.

JE detected in Lower Dibang Valley

ROING, Aug 14: Medical sources from the District Hospital informed that two suspected cases of Japanese Encephalitis(JE) have been detected at Paglam and Keba Villages under Paglam Circle of Lower Dibang Valley District. One from Keba is reported to have tested positive for Japanese Encephalitis. Both the children (about seven years of age) are recovering from their illness.

The Department of Health and Family Welfare along with the General Administration has taken immediate control measures to contain the further outbreak of the disease in the district and urged the people not be panic.

Meanwhile, a team headed by District Vector Borne Disease Control Officer Dr. NangkongYirang  along with his team has visited the affected areas and had done fogging operation at Paglam, Keba and nearby villages and localities bordering Assam in addition to DDT Spray.

Dr Yirang informed that fogging is not the ultimate solution as it is just a temporary supportive measures to control the vector population. The main control measures are personal protection from mosquito bite, removal or segregation of Pigs from human dwelling and clearance of mosquito breeding places.

Meanwhile,  Lower Dibang Valley District Deputy Commissioner has issued prohibitory order banning import and transportation of Pigs & Birds including poultry from outside Lower Dibang Valley District for a period of one month and also prohibited the free movement of stray animals or poultry birds within Roing Township. Violation of this order shall be prosecuted for endangering public health and safety, the order further said. DIPRO

 

 

DA released for Govt staff

ITANAGAR, Aug 14: Chief Minister Nabam Tuki, who also holds the finance portfolio, today released the hiked dearness allowance (DA) for the GoAP employees, as had been announced by him while presenting the 2014-15 Budget on July 26 last.

Terming the move as 68th Independence Day gift, the Confederation of Service Associations of Arunachal Pradesh (CoSAAP) secretary general Pate Marik said this reflected the people-friendly policy of the GoAP.

Marik in a statement exhorted the employees to reciprocate the gesture of the GoAP by adhering to work culture and discipline at a time when the state is poised for multi-faceted development.

 

 

Assam police forces its way to Arunachal village

ITANAGAR, Aug 14: In a never ending ordeal that’s associated with people living in the boundary areas of Arunachal and Assam, Assam police forcefully entered Kamcham village under Likabali Sub-Division of West Siang district on Tuesday creating fear and chaos among the villagers.

As informed by Moina Nyokir, a resident of the village, Assam police (60-70 in number) along with Dhemaji SP came to Kamcham village riding on 19-20 motorcycles and four wheelers.

‘They fired 4-5 rounds of ammunition in the air and took signatures of three locals on a blank paper at gunpoint. They took away a 150cc pulsar motorcycle, two numbers of mobile handsets and 6-7kgs of chilly and vegetables from local farmers of the village’, she said.

Martin Kamcham, another resident of the village further informed that the villagers, since the incident, are living in the jungle fearing for their lives.

“They couldn’t even lodge FIR at the nearest police station out of fear as they have to cross Assam to go to Likabali where the nearest police station is located,” Martin added. Similar incident took place at Dollungmukh sub-division recently when the Assam Forest Officials carried out illegal eviction drive in the area damaging paddy fields of the local villagers.

These were not the first clash along Assam Arunachal boundary; intermittent clashes have been reported time and again, the recent being the violent killings of more than 10 people in Behali Reserve Forest along the Assam-Arunachal Pradesh border in the fag end of January this year. These repeated incidents highlight the mismanagement of interstate borders.

These areas have remained disputed like most of Arunachal’s border with Assam even as Supreme Court had ordered on maintaining status quo till a resolution is reached.

 

 

Arunachal reviews preparedness as rain intensifies

ITANAGAR, Aug 14: All the districts of the state have been instructed to keep stock of essential commodities including medicines  as incessant rain hit the state. This was informed by the Department of Disaster Management at a review meeting on Disaster Preparedness in the state held in the office of Chief Secretary today.

The districts authorities have also been instructed to keep informed of the situation and proper assessment of the damages due to natural calamities, the disaster management department said.

Informing  the  Chief Secretary about the disaster preparedness, the department further informed that regular up-dated information on damages were received from districts which is being forwarded to Ministry of Home Affairs, National Disaster Management Authority on daily basis.

State Emergency Operation Centre at the State level and District Emergency Operation Center at the district level are all functional 24x7.

Pointing out the reports published in local media  regarding death of one person in Mebo area and the stranding of 100 persons in Tezu area and cut-off of Tezu from the rest of the state due to incessant rain, the disaster management department informed the  chief secretary that authenticity of such  reports are being verified from District Administration. Reports of landslides are also pouring from different parts of the state,  the meeting observed.

After reviewing the disaster preparedness, the Chief Secretary instructed the departmental officers to gear up all the resources, men and machineries to face any kind of eventuality and keep the general public informed about the possibility of natural calamity/disaster especially during this monsoon. However, no specific warning needs to be given at the moment, he said. Among others, the meeting was attended by Parliamentary Secretary (Home), Secretary, DM, and Deputy Directors, DM.

 

 

158 illegal SIM cards seized, 14 arrested at Daporijo

DAPORIJO, Aug 14:  The Daporijo police have conducted a surprise raid in Daporijo township today and seized a total of 158 illegal SIM cards from traders. Altogether 14 traders in the township were also arrested for selling illegal SIM cards without obtaining valid permit, the sources informed.

Guided by Upper Subansiri SP, the police team headed by Inspector G Taba and SI Token Dubi  conducted the raid   and seized all the illegal SIM cards  from the traders, informed police source. The SIM cards were supposed to be sold by the traders in higher prices to the customers. Police source said most of the SIM cards were brought from Nagaland and other district of Arunachal Pradesh.

Illegal selling of SIM cards in the town has substantially encouraged the  unwanted activities like  fake calls and vulgar message.

Though many cases were reported in the police station on such fake and unwanted callings, police could not make any headway due to non-registration of name, ID proof of SIM card owners in the company account.

 

 

A word plays with the sentiment of community

Familiarization of word Dafla happened to me with my relative’s surname, probably given to him by clerk or an officer in those days, as he was among the few tribal government employees in the early 60s.

The word itself was coined by the British, literally   may not be derogatory in nature; however few people purposefully used it to insinuate that people living up in the Himalayan hills are savage and uncivilized people.

This word weighs heavily on people, as it is consider as ‘derogatory’ by the community whom it is links with.  After several movements to stamp out the word, the Parliament had passed a bill on March 19, 2008 replacing Dafla with Nyishi in the Scheduled Tribes list under the Constitution (Scheduled Tribes) Order (Amendment) Bill, 2008. The substitution of `Dafla’ with `Nyishi’ was welcomed by the community in a grand manner and jubilated over much awaited ‘redemption’.

Seemingly the community has won only half the battle in the constitution by scrapping the derogatory word, as the National Council of Educational Research and Training (NCERT) rubs salt on old wound with its prescribed Class XI standard, Geography text book where in it deliberately mentions Dafla, Abor and Nagas.

“An important aspect of the Arunachal Himalayas is the numerous ethnic tribal community inhabiting in these areas. Some of the prominent ones from west to east are the Monpa, Dafla, Abor, Mishmi, Nishi and the Nagas”, says the book.

The NCERT is nothing new to controversies, its callous contents often draw flaks from all quarters, sometime kicks up a political  storm and invites backlashes and sparks national debate among the scholars over its credibility and authenticity.

In April 2012, the Republican Party of India (RPI) Athavale group demanded a ban on an eleventh grade text book  saying that a cartoon in the book insulted Dr. Babasaheb Ambedkar. In the cartoon, the former Prime Minister of India Jawaharlal Nehru, holds a whip and along with Ambedkar is driving a snail, which represents the Indian Constitution.  Later then HRD Minister Kapil Sibal had apologised to the nation and asked NCERT to remove the cartoon from their textbooks.

Even after the President of India officially scrapped the word Dafla, once again the NCERT unwittingly sets the cat among the pigeons by telling the students of entire country that Dafla inhabit the Arunachal Himalayas.

Interestingly, the highest educational organization of the country on which entire government schools rely for the text books does not bother to update its contents. The text book was originally printed in 2006 and reprinted in January 2013.

It went on unnoticed, till it caught few media attention who already raked up the issue with the education minister.

Sensing the sensitivity of the matter, the chief minister’s office hurriedly shot a letter to the Prime Minister’s Office and Ministry of Human Resource Development (HRD) on 4th August 2014 drawing their attention on erroneous text books which already hit the government schools across the country, as the content plays with the sentiment of the community.

Insensitivity towards the tribal sentiment by NCERT could snowball the issue, as Times of India journalist Pradeep Thakur’s despicable remark on Nyishi community which appeared on its web portal on 4th May 2011 had witnessed unprecedented violence and agitations leading to the fall of six-month old Jarbom Gamlin led government.  The community believed that article was implanted by someone with a malicious intention to disgrace the community.

 Needless to say people’s abhorrence at bandh culture and violence in Capital, however the callousness of NCERT who often overlooked the sensitive matter may invite series of protest, as it keeps on hurting the sentiment of its own people, by educating the children wrong lesson with its fallacious text books.

Both the Centre and the state government infact need to put concerted efforts to check repetitive error deliberately committed by the highest educational body, or else wrong lesson will be kept on educating to the children even after  Nation’s 68th Independence Day.

 

 

Prime Minister dedicates Chutak and Nimoo Bazgo Hydro Power Stations of Ladakh region to the nation

ITANAGAR, Aug 14: Prime Minister of India, Narendra Modi dedicated Chutak Hydro Power Station (44 MW) of NHPC to the nation on August 12 last at Kargil.

Addressing to the masses in Kargil, Prime Minister said with the commissioning of Chutak Hydro Power Project, we have come one step closer towards meeting the power requirements of Ladakh. The  Prime Minister thanked all concerned for their support in completion of Chutak Power Station. On this occasion Prime Minister announced an additional budget of Rs. 8000 crore for development of the Leh-Kargil-Srinagar highway.

On the occasion  Chief Minister Omar Abdullah also addressed the gathering and hoped this project will help developing the region and state as a whole.  

The Chutak Hydro Project is a run-off-river scheme on the river Suru, to generate 216 Million Units in a 90% dependable year having installed capacity of 44 MW (4 x 11 MW). Barrage site is located about 14 km upstream of Kargil near village Sarzhe. It utilizes a rated head of 52 meter developed by construction of a 15 meter high barrage. It has 4.78 Km long 5.9 meter dia Head Race Tunnel. Power generated from Project is being supplied to Kargil District of Ladakh region of J&K. The 1st unit was commissioned on Nov’2012 and all the balance three units were commissioned in Feb.’2013. It has been completed at a cost of Rs.894 crore  and total power generated from this power station will be supplied to Jammu & Kashmir state only.

The Prime Minister also laid the foundation stone of Leh-Kargil-Srinagar transmission system being executed by POWERGRID and dedicated Nimoo Bazgo Hydro Power Station (45 MW)  of NHPC to the nation.

Addressing to the masses in Leh on the occassion, Prime Minister said the power sector holds the key to development and his government is committed to make Jammu & Kashmir, the energy state of the country. His government is giving priority to such projects which can bring change in the life of common people. He complemented NHPC for completing the hydroelectric project in such a tough terrain and said Nimoo Bazgo power station is not only lighting the region but also contributing in safeguarding the environment by generating clean power. He said that the govt. has plans to connect the remotest areas of the country with the national grid and Leh-Kargil-Srinagar transmission system which is to be completed at the cost of Rs. 1800 crores involving latest technologies, is one of such projects and it will bring remarkable changes in the lives of common people of the region.

He said that focus of the government is on all around development of the power sector by harnessing all forms of energy resources with particular emphasis on clean energy. The Prime Minister emphasized that, Ladakh region has tremendous potential for solar power generation and his Government will help to develop hydro and renewable resources in this region as well as for its evacuation to the National Grid.

Minister of State for Power (Independent Charge), Government of India, Piyush Goyal said that dedication of Nimoo Bazgo hydro power station reflects the commitment of the Prime Minister towards development of renewable energy sources. Leh-Kargil-Srinagar transmission system, once completed, will enable power evacuation from the region & full capacity utilization of Nimoo Bazgo Power Station. He also said that the government is making efforts to complete this transmission system within 3-4 years so that more capacity addition comes in the area which will bring overall development to the region.

Ladakh region of Jammu and Kashmir, of about 56,000 sq. km. area comprising of leh and Kargil districts covers about 70% of the total area of the state and is one of the highest inhabitations in the world with an elevation of 2400m to 4500m above sea level. The difficult terrain has left Ladakh region isolated with no electrical connectivity with the rest of the National grid. Till the mid of 2012, the Ladakh region was completely dependent on traditional fuels for its power needs. The power demand of the area is met by some local small micro Hydel (14 MW) and diesel generators (12 MW).The situation however has completely changed now with the cumulative installed capacity addition of 89 MW (Nimoo Bazgo Power Station-45MW and Chutak Power Station-44MW)  in both districts of ladakh. These two projects of NHPC are probably one of the rarest hydel projects to be constructed at an altitude of about 10500 feet above sea level in the whole world.

NHPC is today a premier organization in the country in the field of development of hydroelectric projects. A total installed capacity of 6507 MW is under operation, which includes 2 projects with a total installed capacity of 1520 MW in Joint Venture. There are 4 projects (3290 MW) under construction. The technical capabilities of NHPC in executing hydroelectric projects are unmatched in the country.

 

 

Tezu gets solar street lighting system

ITANAGAR, Aug 14: The LED Solar Street Lighting Systems have been inaugurated today at Circuit House, Tezu  by the local MLA Dr Mohesh Chai. The project of installation of 50 Solar Street Lights was implemented by the Arunachal Pradesh Energy Development Agency (APEDA),Tezu Division.

Dr.Chai said that considering the acute power crisis at Tezu, solar street lights are very important and will be a great relief to us. He urged the people from all walks to ensure the safety and maintenance of street lights and share the responsibilities because it is  their own property and asset. He also informed that some villages would be illuminated with the solar light in phase wise in future. He further said that his goal is development of Tezu and is doing his best possible in all fronts including construction of 132KV Line which is to be taken up very soon. On the occasion , he also mentioned about the activities being taken up by him on upgradation of District hospital to zonal level general hospital, upgradation of Public Health Centre, works on flood control and urged the officers and public to cooperate him in his endeavours.

D.C, Lohit  Dr.B.M Mishra said that we cannot think of any development without energy. The development of small scale industries and big industries would be possible when we get enough energy in form of power. So,we should put our all efforts to harness the renewable sources of energy like small hydro power projects, solar, wind energy etc which is abundant in nature free of cost. Renewable energy sources are eco friendly, non polluting and there is no adverse impacts to the nature, he said.

He urged the APEDA to harness the wind potential at Parsuramkund where wind is abundant and proposed the appropriate capacity of wind mills in the area. He further informed that the people of Lohit would get more solar street lights in future in phase manner and would help in lighting many places.

While welcoming the guests, Er.M.Bam,Deputy Director, APEDA,Tezu Division  informed that the scheme was funded by REC Limited under its Corporate Social Responsibity(CSR) programme and under the consultancy services of Energy Efficiency Services Limited(EESL),New Delhi. The REC limited had sanctioned for installation of 861 LED based Solar street Lights in five districts of Arunachal Pradesh including 20 sets at Alubari Village in Lohit district and works have been already completed.

 

 

Coordination meeting to discuss problems at Dumporijo

Daporijo, Aug 14: A Coordination meeting of the Heads of Departments of Dumporijo with MLA Paknga Bage was held at Dumporijo Inspection Bunglow on 13th August, with an aim to have a healthy discussion on the grievances faced by various departments on a day to day basis.

Common grievances like land encroachment, lack of proper accommodation facility for the government staff and lack of proper office infrastructure were highlighted during the meeting.

MLA Paknga Bage assured all the HoDs that their grievances would be looked into and promised to take up other infrastructure related problems to concerned higher authorities.

Bage also initiated a ‘CLEAN DUMPORIJO’ programme for the beautification of Dumporijo town which will include proper waste management and white washing of retaining walls, culverts etc at various colonies. He also informed that Workshops (Scheme Sensitization Programme) for PRI leaders and General Public on various schemes (state and central government) would be conducted, in collaboration with all departments, twice a year.

To overcome the problem of land encroachment, the house decided to constitute a committee headed by ADC Dumporijo to prepare a detail report of land encroachment at Dumporijo. The house also discussed the preventive measures to be taken against Japanese Encephalitis (JE) in the area. All the officers assured their full support and cooperation for the ‘Clean Dumporijo’ and Scheme Sensitization Programmes. (DIPRO)

 

 

 

State cabinet to request Centre for ‘Hinterland  Highway’

ITANAGAR, Aug 14: The State cabinet headed by Chief Minister Nabam Tuki, which held its sitting on August 12 last, resolved to request the Ministry of Home, GoI, to construct a ‘Hinterland Highway’ to arrest migration of people from border areas near the Line of Actual Control to urban centers and also to evolve a system for managing and developing border areas.

It may be recalled that Tuki in his budget speech in the State Assembly recently had announced a number of welfare measures for the people living in border areas. Besides, providing free rice and salt for the people living along border areas, the state government shall introduce a Loan-cum-Subsidy Scheme for purchase of a medium size transport vehicle for transportation of essential commodities in the border areas for eligible unemployed youth through Apex Bank.

The chief minister had also announced to make power available through Non-Conventional Sources of Energy to the border villages where power transmission and distribution lines are not laid.

Apart from this, he had enhanced allocation of funds for the border areas to strengthen the infrastructure in Health and Education Sectors, to take up construction of porter tracks, suspension bridges and construction of Helipads.

It is apparent through the slew of initiatives that the present government under the leadership of Chief Minister Nabam Tuki is really serious on development of border areas, said Government Spokesman Bamang Felix in a press statement today.

The state cabinet also approved for rescheduling the office timing which now will be from 9 am to 5 pm from April to September and from 9 AM to 4.30 PM from October to March with half an hour lunch break from 1 pm to 1.30 pm.

Further, the cabinet approved to constitute a State Civil Service Board for IFS officers for Arunachal segment of AGMUT. This move will pave way for a separate cadre which has been a long felt demand of the state, Felix added.

 

 

‘Respect and protect the labourers as wealth of the nation’

DREE GROUND, NAHARLAGUN, Aug 14: Terming the labourers wealth of the Nation being the most important human resources, AICC general secretary in charge of Arunachal Pradesh Luizinho Faleiro said honouring them was the responsibility of not only their employers but the state.

Addressing the shramik kalian mela here today, he quoted records that the indigenous Apatanis knew the value of labour and nature century ago and engineered their traditional paddy-cum-fish culture to receive global recognition. He exhorted the young citizens to honour the traditional practices and adopt modern technology to contribute towards nation building.

 India is a young nation with its 60% population young and Arunachal is no exception, he said the GenNext with conviction, adding “Make work culture, ethics and discipline as the buzz words of development, success would embrace you.”

 The productivity of labourers in Europe and America, including the Indians there is much higher than India because of the fact that the labourers are respected, protected and well-equipped, he said, adding Indian labourers would be the best in the world if the same policy is adopted.

  Appreciating state Congress chief Padi Richo for conceiving the Arunachal Pradesh Building & Other Construction Workers Welfare Board (APBOCWWB) that offers 11 schemes for the welfare of the labourers, Faleiro said the board under the chairmanship of Nyamar Karbak, a dynamic youth leader of the state, would undoubtedly achieve its goal.

 Faleiro flanked by Richo, Nyamar, APCSD chief organiser Kipa Kaha, MLAs Rajesh Tacho and Honchun Ngandam and former Lok Sabha member Takam Sanjoy released the new identity card to 1500 labourers which would record all benefits availed by them.  The leaders also distributed solar lamps, umbrellas & school bags etc to selected labourers to mark the occasion while Faleiro handed over the key of Bolero vehicle to NSUI president Tanu Nima.

Karbak earlier highlighted the activities of the board and the benefits it has extended so far to over 10,000 of the total 15,000 labourers of the state. The health camp, as directed by Chief Minister Nabam Tuki, is a proof that the board cares for the neglected labourers, Karbak added.

  “I came with curiosity but very happy to receive so many things. I wish the CM and Board chairman to extend more benefits to us, like job regularisation,” said Ngubi Doke (Tang), wife of an IRBn constable and mother of three sons, serving in power department as a contingency staff for 15 years. She was registered and given the identity card No HQ 561 today.

 

 

Sustainable human dev. requires democracy: Taloh

PANGIN, Aug 14: Education Minister Tapang Taloh today convened a coordination meeting with the head of offices at the Pangin Community Hall. It was attended by the ADC Boleng Nyiken Lollen and EAC Pangin T Jonom, ZPM Taben Jamoh and host officers of all the departments. The officers presented reports on various developments and achievements and future plans and also made the minister aware about difficulties being faced by them in implementations.

After patient hearing, Minister Taloh who is also local MLA of Pangin said officers are meant for development of the people and they should show their excellencies in duties so that people enjoy better life in coming days. All the departments are inter-dependant and linked. All officers must have good relations and help each others so that development activities are not hampered. All government schemes and projects should be implemented according to guidelines in toto.

Taloh while assuring that there will be no political interference stated sustainable human development requires democracy. It is only in a democracy that people could be empowered to demand and shape better policies, express grievances and seek justice. There are issues with challenges which can be overcome by tactful dealings and progressive mindset should be inculcated, he added.

Panchayat Raj system is real ground level democratic institutions and responsible for local area development for which officers should take them into confidence while implementing any schemes. He advised the officers to be dutiful saying that proper documentation and reporting will not only help maintaining the quality of works but will help in speeding of the schemes and maintain transparency. The present government is bringing various people oriented schemes under the dynamic leadership of the present Chief Minister Nabam Tuki. Good governance is essential to achieve development while efficiency of officers ensures that development is equitable and sustainable for which the process has already been set in motion to ensure efficient delivery of public services, informed Minister Taloh.  DIPRO

The real and pseudo students

Dear Editor,

The regular bandh call sponsored by the AAPSU and various students organizations have very adverse impact on the normal life of the people of Arunachal Pradesh.

Bandh call is an undemocratic form of protest as it is already declared illegal by the apex court of the country. Such types of protests were used during the freedom struggle against the British tyranny but in this free, India, it is no more advisable. Bandh do kill serious patients, it do rob the daily wage earners bread, it do spoil the real & bona fide students career!

They never raises the genuine issues pertaining to schools, colleges- , students and teachers grievances.

In this 21st century free India, students’ role for social awakening has considerably reduced to narrow margin. Because graduated and post graduated persons are living in villages in this ultra modern era. The students must be in the classrooms of schools, colleges and universities. They must struggle hard to pursue better career and prepare to compete for all India and state lucrative services: the actual and regular students must not allow themselves to be brain washed by the pseudo student leaderships.

To end the bandh culture, the political leaders must-have also have the political will to contain the menace. The unholy nexus between political leaders and student leaders must also be wind up for peaceful and bandh free atmosphere of the state in order to achieve all round development.

The on and off mutual use of each other to advance their vested interests at the cost of the general masses must be stopped. The ugly system of yester years of offering gifts to the pseudo student leaders to call off bandhs must be ended; rather, proper and adequate infrastructure & facilities must be created in schools & colleges for the betterment of both the teachers and students.

Hence; it is my ardent appeal to all concerned to do away with the strikes and bandh culture in Arunachal Pradesh. The pseudo student leaders should directly join in politics instead of spoiling the career of younger students.

And my special appeal to the bona fide and regular students is that they should not follow the command of the pseudo student leaders as they are playing with your bright future. Because most of the district and community based student leaders are also schools & colleges drop outs who do not bother about academic excellence. Please do concentrate on your studies alone to achieve your good ambitions.

A harrowing ordeal

Dear Editor,

Through your esteemed daily, I would like to highlight my ordeal that I have gone through due to serious dereliction of duty by certain postal employees and I think there could be similar story of many in our state who are silently consuming the injustice inflicted upon them due to various reasons, inability to express themselves one among them.

I opened a Postal Life Insurance (PLI) on 15th May, 2014 in Tezu post office and the  postmaster assured me that it would take at the most one and half month to get my PLI passbook.

It’s been three months now but i have not received the passbook yet. Every time when I enquired about the undue delay, he told me that he had already sent it and it would come very soon. This kept on repeating until I decided to fix it and confronted him.

Only then he contacted someone from Itanagar post office. He should have sorted out the issue without dragging me, as i do not know how the post office transactions works but i had no option left.

When I called the person at Itanagar Post office the first time, he sounded so unconcerned that i had to repeat my grievances again and again as if singing a lullaby.

He ordered me to call him after sometime. After a bitter week of waiting, he told me that he could not find it, which left me completely helpless and clueless.

Now i wonder who i should complain to.  

More than ever, I am compelled to believe that such negligent employees must be harassing lakhs of our innocent fellows to run from pillar to post in search of passbooks.

Finally I would earnestly plead the concerned authority to look into the matter and not allow incapable employees to ruin one of the oldest and established institutions of the country especially when it comes to important dealings. This is not only for my own benefit and concern but for all those who believe that money does not grow on trees. Pick out the rotten apple and save the rest or keep the rotten apple and allow the whole basket of apple to get spoilt.

Let there be no discrimination

Dear Editor,

It is learnt that a proposal has been pushed to enhance the Grade Pay of some sections of employees from Rs. 1900/- to 2400/-. In this connection, I would like to register my humble views.

The existing GP of the UDC under the central government is Rs. 2400/- after the implementation of 6th CPC. And that of the LDC is Rs. 1900/- under the central Govt and other state Governments. Prior to that, the UDC of the central Govt and other states were placed in the scale of Rs. 4000-100-6000/- as per 5th CPC recommendation.

But, the GoAP enhanced the GP of UDC to Rs.2800/- leaving behind the equivalent categories at Rs. 2400/-. Up-gradation is welcome, provided parity and justice is maintained. Will the State Govt enhance the current GP from Rs. 2400/- to 2800/- ? If the answer is negative; it shall be tantamount to another demotion of those currently drawing the GP@ Rs. 2400/-.

For some sections of staff, the Govt has been granting up-gradation after up-gradation. But, it seems, many genuine demands of other categories meet with ‘death’ even before reaching the cabinet. Massive anomalies have been created due to peace-meal approach to the grievances of employees. All sections of employees are rendering important service to the society and deserve equal treatment in such cases.

The statistical employees of many departments are deprived lot not only in terms of promotional avenues: but also in scales of pay. Persistent discrepancies are likely to demoralize the concerned workers. Whenever any changes are made beyond the central pattern; corresponding changes/benefit should be extended to other deserving sections without any discrimination.

The relevant Departments may ponder the matter and take remedial steps in the interest of affected employees.

Prove that dept is not fully corrupt yet

Dear Editor,

Through your esteemed column I would like to share about an incident that  happened on Aug 10 at Govt. Hr. Sec, School, Konkarnallah, Naharlagun.

The department of Power, and Office of the Superintending Engineer (E) A.P. Elect Circle-I-Cum-COORD Naharlagun conducted the competitive written examination for the post of Lower Division Clerk as per , advertisement No. SE/APEC-I/COORD(A)/19/2013-14/4949-87 Dtd 09.1214.

The  invigilator was supposed to monitor and conduct the exam smoothly within the specific time. But what did they do? They simply replaced a candidate’s answer sheet and gave her  the already written answer sheet, and without hesitation she just submitted the answer sheet.

When we resisted, the invigilators just ignored our voice and the meantime she fled  after submiting the sheet. We demanded to know the name of those invigilators and the candidate who were involved in the conspiracy but our voices were not heard. The overall in charge officer denied that anything like that happened.  However he noted the names of the officials and put a red mark on the answer sheet of the candidate.

I am sure that no one has the courage to come forward to ask the higher authority for legal action against those who were involved in this episode.

Lastly I would like to request the higher authority, who has failed to understand the hard work of the candidates to prove that the department is not yet fully corrupted.

The department should look into this matter and conduct a departmental enquiry and take legal action against those who were involved in it.

Waiting for dreams to turn real

Minister of State for Development of Northeastern Region V K Singh yesterday told Lokh Sabha that three Greenfield airports are being considered or taken up in NE Region -- Pakyong (Sikkim), Itanagar (Arunachal Pradesh) and Chiethu (Nagaland). He further added that Airport Authority of India (AAI) had completed the Master Planning of Itanagar airport and is in the process of preparing the Detailed Project Report. The approval of Steering Committee is in the process. For Arunachal this is encouraging news to hear.

Itanagar Green Field airport project has been delayed for long. Government of India is not serious enough to construct airport at Itanagar. While in media they shows lot of enthusiasm but reality is quite different. It is widely believed that anti-Arunachal lobby at civil aviation ministry is strongly working hard to stop airport project from becoming reality. Earlier airport was supposed to come up at Karsingsa but later it was shifted to Hollongi at the insistence of AAI. This change of site caused more delay. Finally Hollongi has been selected as new site and Detailed Project Report is being readied. Govt. of India should expedite Green Field Airport project and ensure that airport dream becomes reality at the earliest.
