Boy feared drowned
ITANAGAR, Aug 14: Geten Tali, a seven year old boy is feared drowned at Ganga/ Senki River Industry colony in Chandranagar this afternoon. A class III student of VKV police Colony, he went out of the house to run an errand when the incident happened.
The family and friends searched till this evening in the downstream of the river, which is flooded but could not locate the boy. The distressed parents Tapiam Tali and Otam Tali, have requested the citizens to help find their little boy. They can be contacted at 9436221486,8974720835.

Itanagar, Aug 14: On 13 August, Dy. Director of School Education, Pubi Lombi made an unannounced visit to the schools of Dadam circle.
He visited Dadam Middle school, Dapdong Residential School, Laho Middle, Laho Thinsa primary school, Tiratju Hydel primary.
He came face to face with various problems faced by the students and teachers especially teachers’ accommodation, separate toilet for boys and girls, furniture and class rooms. Taking stocks of the situation, he assured the teaching staff and students to look into the matter as earlier as possible. ITANAGAR, Aug 14: The Raj Bhawan dispensary here catering to the VVIPs including the Raj Bhawan staff, visiting guests and those living in the area faces acute shortage of medicines, including live saving drugs.
Health & Family Welfare Minister Kalikho Pul, who conducted a surprise visit on Tuesday, found the medical staff present but the dispensary under the Arunachal State Hospital, Naharlagun lacked medicines, equipments and other essentials to serve the people.
Some of the medical equipments were outdated and rusted but the medical staffs during interaction had no explanation, he told media persons.
The acute shortage of manpower, medicines and equipments would be tackled soon under the zero tolerance policy to health sector of the GoAP, he told the staffs, and exhorted them to serve the needy with dedication.

JE detected in Lower Dibang Valley
ROING, Aug 14: Medical sources from the District Hospital informed that two suspected cases of Japanese Encephalitis(JE) have been detected at Paglam and Keba Villages under Paglam Circle of Lower Dibang Valley District. One from Keba is reported to have tested positive for Japanese Encephalitis. Both the children (about seven years of age) are recovering from their illness.
The Department of Health and Family Welfare along with the General Administration has taken immediate control measures to contain the further outbreak of the disease in the district and urged the people not be panic.
Meanwhile, a team headed by District Vector Borne Disease Control Officer Dr. NangkongYirang along with his team has visited the affected areas and had done fogging operation at Paglam, Keba and nearby villages and localities bordering Assam in addition to DDT Spray.
Dr Yirang informed that fogging is not the ultimate solution as it is just a temporary supportive measures to control the vector population. The main control measures are personal protection from mosquito bite, removal or segregation of Pigs from human dwelling and clearance of mosquito breeding places.
Meanwhile, Lower Dibang Valley District Deputy Commissioner has issued prohibitory order banning import and transportation of Pigs & Birds including poultry from outside Lower Dibang Valley District for a period of one month and also prohibited the free movement of stray animals or poultry birds within Roing Township. Arunachal reviews preparedness as rain intensifies

158 illegal SIM cards seized, 14 arrested at Daporijo

DAPORIJO, Aug 14: The Daporijo police have conducted a surprise raid in Daporijo township today and seized a total of 158 illegal SIM cards from traders. Altogether 14 traders in the township were also arrested for selling illegal SIM cards without obtaining valid permit, the sources informed.
Guided by Upper Subansiri SP, the police team headed by Inspector G Taba and SI Token Dubi conducted the raid and seized all the illegal SIM cards from the traders, informed police source. The SIM cards were supposed to be sold by the traders in higher prices to the customers. Police source said most of the SIM cards were brought from Nagaland and other district of Arunachal Pradesh.

A word plays with the sentiment of community

Familiarization of word Dafla happened to me with my relative’s surname, probably given to him by clerk or an officer in those days, as he was among the few tribal government employees in the early 60s.
The word itself was coined by the British, literally may not be derogatory in nature; however few people purposefully used it to insinuate that people living up in the Himalayan hills are savage and uncivilized people.
This word weighs heavily on people, as it is consider as ‘derogatory’ by the community whom it is links with. After several movements to stamp out the word, the Parliament had passed a bill on March 19, 2008 replacing Dafla with Nyishi in the Scheduled Tribes list under the Constitution (Scheduled Tribes) Order (Amendment) Bill, 2008. The substitution of `Dafla’ with `Nyishi’ was welcomed by the community in a grand manner and jubilated over much awaited ‘redemption’.
Seemingly the community has won only half the battle in the constitution by scrapping the derogatory word, as the National Council of Educational Research and Training (NCERT) rubs salt on old wound with its prescribed Class XI standard, Geography text book where in it deliberately mentions Dafla, Abor and Nagas.
“An important aspect of the Arunachal Himalayas is the numerous ethnic tribal community inhabiting in these areas. Some of the prominent ones from west to east are the Monpa, Dafla, Abor, Mishmi, Nishi and the Nagas”, says the book.
The NCERT is nothing new to controversies, its callous contents often draw flaks from all quarters, sometime kicks up a political storm and invites backlashes and sparks national debate among the scholars over its credibility and authenticity.
In April 2012, the Republican Party of India (RPI) Athavale group demanded a ban on an eleventh grade text book saying that a cartoon in the book insulted Dr. Babasaheb Ambedkar. In the cartoon, the former Prime Minister of India Jawaharlal Nehru, holds a whip and along with Ambedkar is driving a snail, which represents the Indian Constitution. Later then HRD Minister Kapil Sibal had apologised to the nation and asked NCERT to remove the cartoon from their textbooks.
Even after the President of India officially scrapped the word Dafla, once again the NCERT unwittingly sets the cat among the pigeons by telling the students of entire country that Dafla inhabit the Arunachal Himalayas.
Interestingly, the highest educational organization of the country on which entire government schools rely for the text books does not bother to update its contents. The text book was originally printed in 2006 and reprinted in January 2013.
It went on unnoticed, till it caught few media attention who already raked up the issue with the education minister.
Sensing the sensitivity of the matter, the chief minister’s office hurriedly shot a letter to the Prime Minister’s Office and Ministry of Human Resource Development (HRD) on 4th August 2014 drawing their attention on erroneous text books which already hit the government schools across the country, as the content plays with the sentiment of the community.

Needless to say people’s abhorrence at bandh culture and violence in Capital, however the callousness of NCERT who often overlooked the sensitive matter may invite series of protest, as it keeps on hurting the sentiment of its own people, by educating the children wrong lesson with its fallacious text books.
Both the Centre and the state government infact need to put concerted efforts to check repetitive error deliberately committed by the highest educational body, or else wrong lesson will be kept on educating to the children even after Nation’s 68th Independence Day.

connectivity with the rest of the National grid. Till the mid of 2012, the Ladakh
region was completely dependent on traditional fuels for its power needs. The power
demand of the area is met by some local small micro Hydel (14 MW) and diesel generators
(12 MW).The situation however has completely changed now with the cumulative installed
capacity addition of 89 MW (Nimoo Bazgo Power Station-
NHPC is today a premier organization in the country in the field of development of hydroelectric projects. A total installed capacity of 6507 MW is under operation, which includes 2 projects with a total installed capacity of 1520 MW in Joint Venture. There are 4 projects (3290 MW) under construction. The technical capabilities of NHPC in executing hydroelectric projects are unmatched in the country.
Tezu gets solar street lighting system
ITANAGAR, Aug 14: The LED Solar Street Lighting Systems have been inaugurated today at Circuit House, Tezu by the local MLA Dr Mohesh Chai. The project of installation of 50 Solar Street Lights was implemented by the Arunachal Pradesh Energy Development Agency (APEDA),Tezu Division.
Dr.Chai said that considering the acute power crisis at Tezu, solar street lights are very important and will be a great relief to us. He urged the people from all walks to ensure the safety and maintenance of street lights and share the responsibilities because it is their own property and asset. He also informed that some villages would be illuminated with the solar light in phase wise in future. He further said that his goal is development of Tezu and is doing his best possible in all fronts including construction of 132KV Line which is to be taken up very soon. On the occasion , he also mentioned about the activities being taken up by him on upgradation of District hospital to zonal level general hospital, upgradation of Public Health Centre, works on flood control and urged the officers and public to cooperate him in his endeavours.

The development of small scale industries and big industries would be possible when we get enough energy in form of power. So,we should put our all efforts to harness the renewable sources of energy like small hydro power projects, solar, wind energy etc which is abundant in nature free of cost. He urged the APEDA to harness the wind potential at Parsuramkund where wind is abundant and proposed the appropriate capacity of wind mills in the area. He further informed that the people of Lohit would get more solar street lights in future in phase manner and would help in lighting many places.
While welcoming the guests, Er.M.Bam,Deputy Director, APEDA,Tezu Division informed that the scheme was funded by REC Limited under its Corporate Social Responsibity(CSR) programme and under the consultancy services of Energy Efficiency Services Limited(EESL),New Delhi. The REC limited had sanctioned for installation of 861 LED based Solar street Lights in five districts of Arunachal Pradesh including 20 sets at Alubari Village in Lohit district and works have been already completed.
Coordination meeting to discuss problems at Dumporijo
Daporijo, Aug 14: A Coordination meeting of the Heads of Departments of Dumporijo with MLA Paknga Bage was held at Dumporijo Inspection Bunglow on 13th August, with an aim to have a healthy discussion on the grievances faced by various departments on a day to day basis.
Common grievances like land encroachment, lack of proper accommodation facility for the government staff and lack of proper office infrastructure were highlighted during the meeting.
MLA Paknga Bage assured all the HoDs that their grievances would be looked into and promised to take up other infrastructure related problems to concerned higher authorities.
Bage also initiated a ‘CLEAN DUMPORIJO’ programme for the beautification of Dumporijo town which will include proper waste management and white washing of retaining walls, culverts etc at various colonies. He also informed that Workshops (Scheme Sensitization Programme) for PRI leaders and General Public on various schemes (state and central government) would be conducted, in collaboration with all departments, twice a year.
To overcome the problem of land encroachment, the house decided to constitute a committee headed by ADC Dumporijo to prepare a detail report of land encroachment at Dumporijo. State cabinet to request Centre for ‘Hinterland Highway’
ITANAGAR, Aug 14: The State cabinet headed by Chief Minister Nabam Tuki, which held its sitting on August 12 last, resolved to request the Ministry of Home, GoI, to construct a ‘Hinterland Highway’ to arrest migration of people from border areas near the Line of Actual Control to urban centers and also to evolve a system for managing and developing border areas.
It may be recalled that Tuki in his budget speech in the State Assembly recently
had announced a number of welfare measures for the people living in border areas.

Further, the cabinet approved to constitute a State Civil Service Board for IFS officers for Arunachal segment of AGMUT. This move will pave way for a separate cadre which has been a long felt demand of the state, Felix added.

Sustainable human dev. requires democracy: Taloh
PANGIN, Aug 14: Education Minister Tapang Taloh today convened a coordination meeting with the head of offices at the Pangin Community Hall. It was attended by the ADC Boleng Nyiken Lollen and EAC Pangin T Jonom, ZPM Taben Jamoh and host officers of all the departments. The officers presented reports on various developments and achievements and future plans and also made the minister aware about difficulties being faced by them in implementations.

The real and pseudo students
Dear Editor,
The regular bandh call sponsored by the AAPSU and various students organizations have very adverse impact on the normal life of the people of Arunachal Pradesh.
Bandh call is an undemocratic form of protest as it is already declared illegal by the apex court of the country. Such types of protests were used during the freedom struggle against the British tyranny but in this free, India, it is no more advisable. Bandh do kill serious patients, it do rob the daily wage earners bread, it do spoil the real & bona fide students career!
They never raises the genuine issues pertaining to schools, colleges-
In this 21st century free India, students’ role for social awakening has considerably reduced to narrow margin. Because graduated and post graduated persons are living in villages in this ultra modern era. The students must be in the classrooms of schools, colleges and universities. They must struggle hard to pursue better career and prepare to compete for all India and state lucrative services: the actual and regular students must not allow themselves to be brain washed by the pseudo student leaderships.
To end the bandh culture, the political leaders must-
The on and off mutual use of each other to advance their vested interests at the cost of the general masses must be stopped. The ugly system of yester years of offering gifts to the pseudo student leaders to call off bandhs must be ended; rather, proper and adequate infrastructure & facilities must be created in schools & colleges for the betterment of both the teachers and students.
Hence; it is my ardent appeal to all concerned to do away with the strikes and bandh culture in Arunachal Pradesh. The pseudo student leaders should directly join in politics instead of spoiling the career of younger students.
And my special appeal to the bona fide and regular students is that they should not follow the command of the pseudo student leaders as they are playing with your bright future. Because most of the district and community based student leaders are also schools & colleges drop outs who do not bother about academic excellence. Please do concentrate on your studies alone to achieve your good ambitions.

A harrowing ordeal
Dear Editor,
Through your esteemed daily, I would like to highlight my ordeal that I have gone through due to serious dereliction of duty by certain postal employees and I think there could be similar story of many in our state who are silently consuming the injustice inflicted upon them due to various reasons, inability to express themselves one among them.
I opened a Postal Life Insurance (PLI) on 15th May, 2014 in Tezu post office and the postmaster assured me that it would take at the most one and half month to get my PLI passbook.
It’s been three months now but i have not received the passbook yet. Every time when I enquired about the undue delay, he told me that he had already sent it and it would come very soon. This kept on repeating until I decided to fix it and confronted him.
Only then he contacted someone from Itanagar post office. He should have sorted out the issue without dragging me, as i do not know how the post office transactions works but i had no option left.
When I called the person at Itanagar Post office the first time, he sounded so unconcerned that i had to repeat my grievances again and again as if singing a lullaby.
He ordered me to call him after sometime. After a bitter week of waiting, he told me that he could not find it, which left me completely helpless and clueless.
Now i wonder who i should complain to.
More than ever, I am compelled to believe that such negligent employees must be harassing lakhs of our innocent fellows to run from pillar to post in search of passbooks.
Finally I would earnestly plead the concerned authority to look into the matter and not allow incapable employees to ruin one of the oldest and established institutions of the country especially when it comes to important dealings. This is not only for my own benefit and concern but for all those who believe that money does not grow on trees. Pick out the rotten apple and save the rest or keep the rotten apple and allow the whole basket of apple to get spoilt.
The ball is in your court.

Let there be no discrimination

It is learnt that a proposal has been pushed to enhance the Grade Pay of some sections
of employees from Rs. 1900/-
The existing GP of the UDC under the central government is Rs. 2400/-
But, the GoAP enhanced the GP of UDC to Rs.2800/-
For some sections of staff, the Govt has been granting up-
The statistical employees of many departments are deprived lot not only in terms of promotional avenues: but also in scales of pay. Persistent discrepancies are likely to demoralize the concerned workers. Whenever any changes are made beyond the central pattern; corresponding changes/benefit should be extended to other deserving sections without any discrimination.
The relevant Departments may ponder the matter and take remedial steps in the interest of affected employees.

Prove that dept is not fully corrupt yet
Dear Editor,
Through your esteemed column I would like to share about an incident that happened on Aug 10 at Govt. Hr. Sec, School, Konkarnallah, Naharlagun.

The invigilator was supposed to monitor and conduct the exam smoothly within the specific time. But what did they do? They simply replaced a candidate’s answer sheet and gave her the already written answer sheet, and without hesitation she just submitted the answer sheet.
When we resisted, the invigilators just ignored our voice and the meantime she fled after submiting the sheet. We demanded to know the name of those invigilators and the candidate who were involved in the conspiracy but our voices were not heard. The overall in charge officer denied that anything like that happened. However he noted the names of the officials and put a red mark on the answer sheet of the candidate.
I am sure that no one has the courage to come forward to ask the higher authority for legal action against those who were involved in this episode.
Lastly I would like to request the higher authority, who has failed to understand the hard work of the candidates to prove that the department is not yet fully corrupted.
The department should look into this matter and conduct a departmental enquiry and take legal action against those who were involved in it.
